Mr. Shannon is a strategic leader with more than 30 years of law enforcement, intelligence, military, and private sector skill. His expertise includes directing and managing worldwide investigative programs. As an FBI Special Agent, he developed and implemented national policy and programs for effective, efficient, enterprise-wide training and operations in contested and complex environments. As an Army Officer, he managed training programs and integrated staff activities in areas where US Army Civil Affairs conducted contingency operations with high-level medical and Public Health impact. He is a certified FBI Advanced Instructor, DHS and FBI exercise planning certified, and holds a master’s degree in Public Administration.
